10. Governance and Methodology Changes
Versioning and approval of methodology changes.
The methodology is versioned, and the version applying to a set of published scores is recorded with them. A change to the calculation, to the eligibility rules, or to the set of providers or regions in scope is made as a versioned change and is approved by the methodology owner before it reaches the published scorecard.
Because the two percentages are relative to a provider's own estate in a single data version, a methodology change can move a region's published values without any change in what a provider charges. Where a change of that kind is made, the version in which it takes effect is recorded so that a reader comparing two sets of scores can establish whether the calculation moved between them.
